Both sit on the same shallow reef shelf that defines this island, so the honest choice here is not about which sand is better. It is about the kind of day you want wrapped around that reef.

The sand and the setting
Bluewater fronts a groomed private white sand beach of around a hundred and ten metres on Maribago Bay, kept tidy for guests and comfortable to sit on. It is a pleasant managed resort beach in keeping with the rest of the east coast, not a wide natural shore. Cordova Reef keeps a groomed white sand front too, but in a village style layout of cottages and gardens rather than a resort strip. Both are maintained sand. The water
Here the two diverge in a way that matters. Bluewater sits on the Hilutungan Channel, and that position keeps its water clearer than the south of the island. The best swimming is still out on the channel by boat, but the resort makes that easy. Cordova is simpler on purpose. Expect a village style resort with cottages, an outdoor pool, a restaurant and the usual beach activities, quieter and simpler than the big Punta Engano and Maribago properties. The new Cebu Cordova link expressway has made the southern tip genuinely quick to reach, so the old reason to avoid it, the slow drive, no longer applies.

Choose Bluewater over Cordova when you want everything in one place: multiple pools, several restaurants, an evening show, a water sport base on the sand and island hopping that often runs at better value than outside operators. The single sharpest flip is the tide combined with your appetite for a scene. On a low tide afternoon with restless children, Bluewater has more pools and more to do while the reef flat is shallow.
